The system office recently received a grant from the Gates Foundation called Accelerating Opportunity. This grant is a planning grant designed to fundamentally change the way Adult Basic Education is delivered through the North Carolina Community Colleges and to ensure that state and local college policies support dramatic improvements in the number of students that complete credentials of value in the labor market. North Carolina is one of 11 states selected to receive this nine-month, $200,000 design grant, and will use the funds in to redesign adult education and postsecondary systems and programs by integrating basic skills with occupational training to facilitate credential attainment. At the conclusion of this grant, the System Office will then be eligible to compete for an implementation grant of $1.6 million over three years to implement our plan.

    The framework for Accelerating Opportunity promotes and supports:
  • Institutional transformation and state policy analyses to better align programs and funding sources;
  • Program design and instructional strategies, such as acceleration and co-enrollment, to improve the overall ABE instruction and sequencing;
  • The provision of comprehensive support services to address academic and social obligations; and
  • Strategies to link program development with current and projected labor market demands and include employer input in the program design.
