STATE BOARD OPPOSES COMMUNITY COLLEGE BUDGET CUTS

RALEIGH: Emotions were strong at the April State Board of Community Colleges meeting held at Piedmont Community College today, April 20. At issue was $40 million in proposed budget cuts requested by the General Assembly and presented to the Education Appropriations Subcommittee by North Carolina Community College System President H. Martin Lancaster on Monday, April 16. The cuts represent 6.2% of the continuation budget for the NCCCS.

"These options are very painful and will do significant harm to the System if implemented," said Lancaster during the discussion of the cuts that have been identified in the NCCCS budget. "The System already operates on a lean budget, there is no fat to trim." The cuts would result in a reduction of more than 450 instructional units, which include full time and multiple part time teaching positions, and the elimination of funds for Community Service Block Grants that provide leisure courses to senior citizens. A $3.50/semester hour tuition increase is also included in the proposal from Lancaster.

Discussion on the proposed cuts reflected the concern the Board members felt at the possibility of losing critical funds at a time when community colleges will be called upon to help heal a flagging economy. "These cuts are damaging to the System, the people, and economy of North Carolina," said Legislative Committee Chair Tom King.

Finance and Capital Needs Chairman James Woody agreed. "The only way to recover from a downturn in the economy is to train the workforce and these cuts will adversely affect our ability to do that," he said.

The State Board voted to have State Board Chairman Dr. G. Herman Porter write a letter of dissent to the General Assembly expressing the feelings of the Board. Porter expressed concern that the NCCCS has seen signs of strong support from the General Assembly and that the present budget crisis has hindered the potential financial reward from that good will. "Just as we are about to get our real share, the money runs out," he said.

Ironically, the State Board had received a report earlier in the meeting on Performance Measures that demonstrates that the NCCCS is doing an exemplary job in serving the needs of students, employers, and business and industry. The measures gauge the success of community colleges based on standards established by the State Board to meet a legislative requirement

According to the report, the passing rate on licensing and certification exams is impressive - this includes: Basic Law Enforcement - 95%; Practical Nursing - 92%; Registered Nursing – 87%; Aviation Maintenance – 100%; Veterinary Medical Technology – 94%; and Dental Hygienists – 95%.

The System average in some of the other areas is equally impressive and includes: Progress of Basic Skills Students – 79%; Employment of Graduates – 99%; Student Satisfaction – 95%; and Business and Industry Satisfaction with Services Provided – 99%.

All community colleges are eligible to receive performance compensation based on the number of performance standards they meet. However, colleges ranked as Superior receive an additional compensation from carryover funds, if they are available. Based on their performance, four colleges qualified as Superior: Asheville Buncombe Technical Community College (Asheville), Blue Ridge Community College (Flat Rock), Caldwell Community College and Technical Institute (Hudson), and Robeson Community College (Lumberton).

In other action:

  • The State Board authorized a second round of 2000 Higher Education Bond new construction and repair and renovation projects (see attached list).
  • Senator R. C. Soles swore in James Woody for another term on the State Board. Mr. Woody’s previous term on the Board was to expire on June 30 of this year. The State Senate elected Woody to fulfill the unexpired term of Carolyn Harmon who resigned from the Board earlier this year.  Woody’s new term expires June 30, 2005.
  • The State Board approved the appointment of Dr. Saundra Wall Williams as Vice President for Administration at the NCCCS effective July 1, 2001. Dr. Williams, who is on the faculty at North Carolina State University in the Department of Adult and Community College Education, will replace Dr. Brenda Rogers who announced her retirement effective at the end of June.

Reallocation of State Bond Funds

A.     The Board of Trustees of Davidson County Community College, as per
Section 3(b)(1) of Senate Bill 912, requests approval to reallocate $325,000 of their "New Construction" State Bond Funds that were specifically allocated to their Davidson campus.

The Board of Trustees has determined that these funds are not needed at this site and would like to reallocate them to their Davie center. This reallocation will not involve moving funds from a site outside the main campus county to a site within the main campus county.

B.    The Board of Trustees of Mayland Community College, as per Section 3(b)(1) of Senate Bill 912, requests approval to reallocate $871,225 and $73,158 of their "New Construction" State Bond Funds that were specifically allocated to their Mitchell campus and Yancey Center respectively.

The Board of Trustees has determined that these funds are not needed at these sites and would like to allocate them to their Avery Center. This reallocation will not involve moving funds from a site outside the main campus county to a site within the main campus county.

 

Project Approval

A.       Central Piedmont Community College – Amend Project No. 942 – Northeast Campus. Total cost is $9,252,000, composed of $8,500,000 local funds and $752,000 state funds (code 40070-4100818C). Project is amended to add 2000 state bond funds for an increase in project scope. The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

B.      Central Piedmont Community College – Project No.1120 – South Campus Phase II. Estimated cost is $20,502,169, composed of all local funds.

C.      Central Piedmont Community College – Project No. 1143 – Colony I Up-fit. Estimated cost is $913,000, composed of all local funds.

D.      Central Piedmont Community College – Project No. 1145 – Pease Annex & LRC Fourth Floor Renovation. Estimated cost is $286,600, composed of all local funds.

E.      Coastal Carolina Community College – Project No. 1167 – HVAC Replacement - Phase I. Estimated cost is $1,387,000, composed of all state funds code (40070-4101858B). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

F.      Davidson County Community College – Project No. 1101 – Classroom/Laboratory/Renovations. Estimated cost is $6,295,467, composed of $500,000 local funds, $4,054,058 state funds (code 40070-4100826A) and $1,741,409 state funds (code 40070-4101826N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

G.      Davidson County Community College – Project No. 1180 – Fire Service Laboratory – Davie County. Estimated cost is $325,000, composed of all state funds (code 40070-4100826B). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

H.      Durham Technical Community College – Project No. 1170 – Collins Building Renovation. Estimated cost is $2,000,000, composed of all state funds (code 40070-4101828N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

I.      Durham Technical Community College – Project No. 1171 – White Building Renovation. Estimated cost is $2,127,992, composed of $1,975,320 state funds (code 40070-4100828A) and $152,672 state funds code (40070-4101828O). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

J.      Forsyth Technical Community College – Amend Project No. 1139 - Classroom/Lab, Student Union/Technology Building. Estimated cost is $12,800,000, of which $6,994,774 state funds (code 40070-4100834A) are available now for planning. The project is amended to transfer state funds to project number 1159. The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

K.      Forsyth Technical Community College – Project No. 1159 – Gym Renovation, Rerouting Data Lines and Parking Lot. Estimated cost is $680,000, composed of $240,000 state funds code (40070-4100834B) and $440,000 state funds (code 40070-4101834N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

L.      Halifax Community College – Project No. 1165 – Repair and Renovations. Estimated cost is $811,569, composed of all state funds (code 40070-4101840N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

M.     James Sprunt Community College – Project No. 1163 – Campus Lighting. Estimated cost is $100,000, composed of all state funds (code 40070-4101846N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

N.     James Sprunt Community College – Project No. 1164 – Repairs and Renovations. Estimated cost is $300,000, composed of all state funds (code 40070-4101846O). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

O.     Johnston Community College – Project No. 1176 – Lighting and Electrical Upgrades. Estimated cost is $200,000, composed of all state funds (code 40070-4100847A). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

P.     Martin Community College – Project No. 1178 – Repairs and Renovations. Estimated cost is $118,500, composed of all state funds (code 40070-4101850N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

Q.     Mayland Community College – Project No. 1169 – Avery County Center. Estimated cost is $1,400,000, of which $455,828 state funds (code 40070-4100851A) are available now for planning. The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

R.     McDowell Technical Community College – Project No. 1160 – Campus Repairs and Renovations. Estimated cost is $166,200, composed of all state funds (code 40070-4101852N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

S.     McDowell Technical Community College – Project No. 1161 – Campus Repairs and Roof Replacement. Estimated cost is $98,000, composed of all state funds (code 40070-4101852O). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

T.    Mitchell Community College – Project No. 1070 – Mooresville Center Addition. Estimated cost is $766,851, composed of $550,000 local funds and $216,851 state funds (code 40070-4100853B). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

U.    Mitchell Community College – Project No. 1168 – Continuing Education Center (CEC) Renovation. Estimated cost is $250,000, composed of all state funds (code 40070-4101853N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

V.     North Carolina Center for Applied Textile Technology – Amend Project No. 905 – Lab/Administration Building. Total cost is $3,187,200, composed of $437,200 state funds (code 49720), $2,000,000 state funds (code 49820) and $750,000 state funds (code 40070-4100900A). Project is amended to add 2000 state bond money for an increase in project cost. The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

W.    North Carolina Center for Applied Textile Technology – Project No. 1175 – Repair and Renovations. Estimated cost is $29,447, composed of all state funds (code 40070-4101900N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

X.     Pamlico Community College – Amend Project No. 880 – Metal Shop Building. Total cost is $217,458, composed of $94,315 local funds and $123,143 state funds (code 49577). Project is amended to increase local funds for a cost in project cost.

Y.    Randolph Community College – Project No. 1174 – Renovations and Repairs. Estimated cost is $1,050,259, composed of all state funds (code 40070-4101864N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

Z.    Southeastern Community College – Project No. 1173 – Repair and Renovations. Estimated cost is $1,229,868, composed of $200,000 state funds (code 40070-4100880A) and $1,029,868 state funds (code 40070-4101880N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

AA.    Southeastern Community College – Project 1173 – Repair and Renovations. Estimated cost is $1,229,868, composed of $200,00 state funds (code 40070-4100880A) and $1,029,868 state funds (code 40070-4101880N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

BB.     Wayne Community College – Project No. 1162 – Renovations and Repairs. Estimated cost is $912,357, composed of all state funds (code 40070-4101892N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.

 

Acquisition and Disposal of Real Property

A.    The Board of Trustees of Central Piedmont Community College requests permission as per G.S. 115D-15 to deed approximately 1.307 acres of land know as Central Piedmont Community College West Campus Drive to the City of Charlotte as a roadway, including associated right-of-way, to comply with the zoning ordinance and for the City to assume maintenance.

B.    The Board of Trustees of Guilford Technical Community College requests permission as per G.S. 115D-20 to acquire a portion of Lake Avenue, a small alley and three parcels of land at their High Point Campus. The City of High Point will transfer ownership, of Lake Avenue and the small alley located in the middle of the campus, to the college. The three parcels of land are located adjacent to the campus on the southeast side and will be used for parking. The three parcels will be purchased with local appropriations.
