State Board gives final vote of approval to computer project contract
RALEIGH: A long and difficult negotiations process ended with a unanimous vote of approval today (Thursday) by the State Board of Community Colleges. The Board approved, for the second time, the contract amendment with extension with Affiliated Computer Services (ACS), the vendor responsible for implementing the massive College Information Systems (CIS) Project for the North Carolina Community College System (NCCCS).
The second vote was required because the Statewide Information Technology Procurement Office recommended again the three-year contract extension with ACS that the Board approved in April. This action essentially stopped progress on CIS until new terms could be negotiated. Those new terms were completed and presented to the Board today.
The new terms, approved by the Statewide IT Procurement Office headed by George Bakolia, the State Chief Information Officer, now include a one-year contract with two one-year extensions, called the extension period. No other terms of the contract, including payment, deliverables and timetable, have changed.
NCCCS Business and Finance Vice President Kennon Briggs explained to the Board that the change will not result in any additional costs and the $3.9 million credit negotiated in the original extension will not be lost, as long as the contract goes the full three-year term. He also told the Board that ITS had gone on record to support any future need for additional staff that might be required by the System Office to carry out its portion of the contract.
SBCC Finance and Capital Needs Chair Herb Watkins was delighted with the outcome. "I am pleased to note that none of the work content, scope of work, responsibilities, risk management process – none of the deliverables has changed." He thanked and praised Mr. Briggs and Dr. Saundra Williams, NCCCS Vice President for Administration for their tremendous contributions to the process. "They have negotiated, educated, and conditioned a number of advocates to bring us to this moment… they have done an outstanding job."
Rusty Lindsey, Regional Program Manager for ACS spoke on behalf of his company. "We are encouraged by the spirit of cooperation and support from all parties involved…it positions the CIS project to move forward to a successful implementation and we look forward to continuing our partnership. We look forward to delivering a system that will meet not only the current needs, but the future needs of the colleges."
The implementation is scheduled for completion by December of 2007.
