State Board of Community Colleges welcomes new member, approves new president
RALEIGH: George E. Battle, III was sworn in as the newest member of the State Board of Community Colleges at the June meeting of the Board. Justice Hugh Campbell administered the oath to Battle, who said he looked forward to "serving the citizens of the state." Family members were on hand to witness the ceremony.
Battle, an attorney from Charlotte, follows in the footsteps of his father, Bishop George Battle, II,
who also served on the Board. Battle received his undergraduate and law degrees from UNC-Chapel Hill, where he was student body president. He is an associate corporate counsel for Carolinas HealthCare System.
The State Board approved Dr. David McLawhorn as the new president of Beaufort County Community College, effective July 1. Dr. McLawhorn replaces Dr. Ron Champion who will retire after eleven years as president of BCCC on June 30.
McLawhorn, like Champion, served as Dean of Instruction at Beaufort CCC before his selection as president. McLawhorn and his wife, Terrie Ann, have two daughters. After his approval, McLawhorn said he was "humbled" by the opportunity.
The State Board also recognized the service of several members whose terms have ended or who have resigned from the Board. Carolyn Harmon of Lincolnton, Thomas King of Raleigh and Daryl Mitchell, the student representative from Durham Technical Community College, were all on hand to receive Resolutions of Appreciation from the Board.
Dr. Brenda Rogers, Vice President for Administration, was also recognized for her service to the North Carolina Community College System. Dr. Rogers retires from the NCCCS at the end of June.
In other action the State Board approved 13 Curriculum Program Applications from six colleges. The programs reflect the wide variety of offerings within the system and demonstrate the colleges' responses to economic and technical needs. One stand out is a new program in Cyber Crime Technology at Southwestern Community College. The complete list of new curriculum programs includes:
Durham Technical Community College - Autobody Repair; Guilford Technical Community College - Turfgrass Management Technology; Johnston Community College - Medical Assisting; Johnston Community College - Therapeutic Massage; Martin Community College - Internet Technologies and Medical Office Administration; Southwestern Community College - Cyber Crime Technology and Therapeutic Massage; Wilkes Community College - Electrical/Electronics Technology, Financial Crime/Computer Fraud, Internet Technologies, Machining Technology and Welding Technology.
The State Board also approved another round of construction, repair and renovation projects included in the 2000 Higher Education Bonds. The agenda includes bond projects from the following institutions, as well as other capital projects (see complete project list below).

1. Project Approval
Brunswick Community College – Amend Project No. 914 – Additions and Renovations to the Technical Trades Building. Total cost is $1,367,236, composed of $473,945 local funds, $348,648 state funds (code 40070-4100807B) and $544,643 state funds (code 40070-4101807N). Project is amended to decrease local funds for a decrease in project cost. The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
Cape Fear Community College – Project No. 1195 – Exterior Voice and Data Communications Infrastructure. Estimated cost is $99,999, composed of all state funds (code 49577).
Haywood Community College – Project No. 1155 – Early Childhood Development Center. Estimated cost is $2,870,000, of which $150,000 local funds are available now for planning.
Mitchell Community College – Project No. 1196 – Renovations to the Continuing Education Center-General Building. Estimated cost is $142,562, composed of all state funds (code 40070-4101853O). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
Montgomery Community College – Project No. 1187 – Renovations and Repairs. Estimated cost is $502,004, composed of all state funds (code 40070-4101854N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
Nash Community College – Project No. 1193 – Environmental Repairs & Renovations. Estimated cost is $266,844, composed of all state funds (code 40070-4101856O). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
Nash Community College – Project No. 1194 – Aesthetic Repairs & Renovations. Estimated cost is $260,000, composed of all state funds (code 40070-4101856P). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
Rowan-Cabarrus Community College – Amend Project No. 1032 – Building 100 Renovations. Total cost is $1,798,242, composed of $927,926 local funds, $383,316 state funds (code 49577), $162,000 state funds (code 49920) and $325,000 state funds (code 40070-4101874N). Project is amended to increase state funds for an increase in project cost. The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
Rowan-Cabarrus Community College – Amend Project No. 1083. North Campus R&R. Total cost is $75,439, composed of all state funds (code 49920). Project is amended to transfer state funds to project number 1032.
Rowan-Cabarrus Community College – Project No. 1185 – South Campus Classroom/Lab Building. Estimated cost is $7,922,170, composed of $3,565,141 local funds and $4,357,029 state funds (code 40070-4100874B). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
South Piedmont Community College – Project No. 1166 – Renovations to the Continuing Education Center-Union County. Estimated cost is $248,000, composed of all state funds (code 40070-4100800A). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
South Piedmont Community College – Project No. 1179 – HVAC Renovations to the Continuing Education Center-Union County. Estimated cost is $52,000, composed of $15,488 state funds (code 40070-4100800B) and $36,512 state funds (code 40070-4101800P). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
Surry Community College – Project No. 1186 – Parking Lot for "H" Building. Estimated cost is $137,250, composed of $68,450 local funds and $68,800 state funds (code 40070-4101884S). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
Western Piedmont Community College – Amend Project No. 955 – Greenhouse Addition. Total cost is $302,280, composed of all local funds. Project is amended to increase funds for an increase in project cost.
2. Acquisition and Disposal of Real Property
The Board of Trustees of Nash Community College requests permission as per G.S. 115D-20 to acquire, by gift, 0.34 of an acre of land located approximately seven miles from the Nash Community College campus on the east side of Edwards Street in Rocky Mount, North Carolina. The Board also requests permission as per G.S. 115D-15 to sell said property as it is unnecessary for college purposes.
