State Board of Community Colleges approves BRAC grant
New community college presidents welcomed, approved
RALEIGH - North Carolina relies heavily on the economic impact of military bases located here. The May 2005 recommendations presented to the Base Realignment and Closure Commission (BRAC) by Defense Secretary Donald H. Rumsfeld to realign or close military installations in the United States will greatly impact North Carolina. Today, the State Board of Community Colleges approved an allocation of $200,000 from the NC Department of Commerce to fund a BRAC project at four community colleges: Coastal Carolina, Craven, Fayetteville Technical and Wayne. The grants will assist these community colleges as they respond to the needs of their local communities impacted by the BRAC action.
The Board approved Dr. Jim Burnett as the fifth president of Western Piedmont Community College, effective Monday, January 23. Dr. Burnett served as the college’s Vice President of Academic Affairs for the past six years. He joined the college’s staff in 1973 as the Coordinator of Veterans Affairs and went on to serve in various positions within the college, including Dean of Student Services, Registrar, and adjunct business instructor.

The Board welcomed the new president of Haywood Community College. Dr. Rose Harrell Johnson assumed the post on January 16, 2006. Since 2004, Johnson had been the Vice-Chancellor of Workforce Development Services for the Virginia Community College System in Richmond, Virginia. She has also held several positions within the North Carolina Community College System and at a South Carolina community college.
The Board voted to send a letter to each of the trustees of Blue Ridge Community College requesting the resolution of all recommendations identified in the recent Audit Report on items related to the college’s baseball team. The letter will request the Blue Ridge Board of Trustees respond to the State Board with the information prior to the February SBCC meeting. The report can be found at:

The North Carolina Community College System is responsible for the licensure of proprietary schools in the state. Today, the Board began the process to standardize the tuition refund policy for all proprietary schools. At present, proprietary school students get a full tuition refund if the class is cancelled or if the student officially withdraws prior to the first day of class. The policy for partial refund varied among schools. The new rule will give all proprietary school students the ability to get at least a 75 percent refund of the tuition paid if they withdraw before the 25 percent point of the program. The refund will be tied to the portion of the class paid for by the student. For example, if a student has only paid for three months of a nine-month program, refund will be remitted up to the 25 percent point of the three months.
Both State Board Chair Hilda Pinnix-Ragland and System President Martin Lancaster commented on the warm reception they received at the recent University Board of Governors meeting, where Ms. Pinnix-Ragland spoke.
“We are very excited to have this opportunity to work with President Bowles,” said Lancaster. Several items of importance between the two systems include student transfer, lateral entry and “2+2” degree completion programs. “Erskine is committed to removing the impediments that exist,” added Lancaster.
