State Board of Community Colleges Approves $1.17 Billion Capital Budget Request

TROY -- The State Board of Community Colleges today approved a $1.17 billion Capital Budget Request for the North Carolina Community College System. The State Board approved the budget at its monthly meeting held at Montgomery Community College in Troy.  The budget request will be presented to the General Assembly when the session convenes in May.

The Capital Budget Request includes more than $977 million for new construction and $198.5 million for renovation and repair needs for the 58 community colleges in the system.  The budget also includes $750,000 for the North Carolina Center for Applied Textile Technology to complete the funding for the construction of a new lab building.

Facility needs for North Carolina’s community colleges are critical due to an overall projected enrollment growth of 5.09% for 2000-2001.  The new construction model used to determine community college construction needs is based on enrollment growth, assignable square footage per student and the ability of local governments to match state construction dollars and pay for new construction.  Many community colleges are located in counties unable to provide the 50-50 match required for capital funding.  The model makes adjustments for "low-wealth" counties.

The repair and renovation budget is based on an examination of system needs mandated by NCCCS President H. Martin Lancaster.  The NCCCS Business and Finance Division completed this study in February of this year.  As the system approaches its fortieth anniversary, many buildings on community college campuses are old, have had no major renovation since their construction and are in desperate need of repair.

The North Carolina Community College System, with more than 747,000 students, is the third largest community college system in the United States.  The System is the state's primary agency for delivery of job training, literacy and adult education programs.
