STATE BOARD OF COMMUNITY COLLEGES PASSES RESOLUTION ENDORSING COMMUNITY COLLEGE AND UNIVERSITY BONDS
RALEIGH: "The future success of our community colleges depends on the passage of the bonds in November," said State Board of Community College Chairman Dr. G. Herman Porter at the July meeting of the State Board. In a show of solid support, the State Board then endorsed a resolution endorsing the $3.1 billion package that would mean $600 million in capital support for North Carolina’s community colleges.
North Carolina Community College System President H. Martin Lancaster told the State Board of the results of a Mason-Dixon Poll indicating majority support for the Higher Education Bond, but cautioned that without a continued push for the bonds, that number could change. "Sixty percent approval today could easily turn into forty percent approval tomorrow," he said. The members were encouraged to take the resolution back to their local communities for endorsement by their city and county governments and businesses.

In other business: Two new members joined the State Board. Former Commerce and Transportation Secretary Norris Tolson was sworn in as a new member. The North Carolina House of Representatives appointed Tolson to the State Board. After taking the oath Tolson said, "I have a great love for the community college system and look forward to serving on this Board."
Also joining the State Board was the new student representative, Daryl J. Mitchell, North Carolina Comprehensive Community College Student Government Association President. Mitchell, an honor student at Durham Technical Community College, said it was a "privilege and an honor" to join the State Board. He thanked his college president, Dr. Phail Wynn, Jr., his instructors at DTCC, his family and the community college Student Leadership Institute for helping him attain his prestigious position.
The North Carolina Community College System, with more than 759,000 students, is the third largest community college system in the United States. The System is the state’s primary agency for delivery of job training, literacy and adult education programs.

RESOLUTION IN SUPPORT OF HIGHER EDUCATION BONDS TO ASSIST NORTH CAROLINA’S COMMUNITY COLLEGES AND UNIVERSITIES IN MEETING THEIR FACILITY NEEDS AND ACCOMMODATING THEIR STUDENTS.
WHEREAS, higher education has historically played a tremendous role in building the State of North Carolina into the thriving economic, cultural, and social leader that it is today; and
WHEREAS, North Carolina’s community colleges and universities allow citizens of this State to learn the skills necessary to compete in today’s and tomorrow’s competitive economy; and
WHEREAS, in the next decade, our community colleges expect more than 57,000 new students to enroll, and our universities’ enrollment will grow by more than 48,000 students; and
WHEREAS, our higher education campuses must upgrade and construct academic, residential and administrative facilities, including critical laboratory and classroom space, to accommodate the growing numbers of students; and
WHEREAS, the $3.1 billion bond package approved by the General Assembly will assist our community college and universities in meeting their significant facility needs; and
WHEREAS, the bonds are subject to voter approval on the November 2000 ballot and deserve rightful consideration by the citizens of this state;
NOW, THEREFORE, BE IT RESOLVED that the State Board of Community Colleges strongly supports the higher education bond proposal because it will enable our systems of higher education to better educate tomorrow’s students and maintain North Carolina’s place as the national leader in higher education learning and training.
BE IT FURTHER RESOLVED that the State Board of Community Colleges pledges to educate and inform citizens of our State about the importance of the bonds improving our community colleges and universities, and pledges to encourage voters to approve the bonds this November.
