Captive / Co-opted Groups

 

 

Colleges must receive State Board of Community Colleges approval prior to offering instruction to “captive or co-opted” groups.* Approval forms may be downloaded by accessing the links below.

*References:

The State Board of Community Colleges is mandated by North Carolina General Statutes (G.S) to approve any course of instruction offered to captive or co-opted groups:

 

No course of instruction shall be offered by any community college at State expense or partial State expense to any captive or co-opted group of students, as defined by the State Board of Community Colleges, without prior approval of the State Board of Community Colleges. Approval by the State Board of Community Colleges shall be presumed to constitute approval of both the course and the group served by that institution … A course taught without such approval will not yield any full-time equivalent students, as defined by the State Board of Community Colleges.  [G.S. 115D-5(b)(c)]

 

The definition of “captive or co-opted groups,” as found in N.C. Administrative Code (NCAC) follows:

 

… Captive or co-opted groups of students are defined as inmates in a correctional facility; clients of sheltered workshops, domiciliary care facilities, nursing facilities, mental retardation centers; substance abuse rehabilitation centers; and in-patients of psychiatric hospitals…   [23 NCAC 02E.0403 (a)]
