Minutes of the State Board of Education (1963 - 1980)

Following the enactment of the Community College Act of 1963, the Department of Community Colleges was formed under the auspices of the North Carolina State Board of Education.  Until December 31, 1980, the State Board served as the governing authority as the State's system of community colleges evolved into a network of 58 comprehensive institutions.  Minutes of the State Board of Education contain information about the earliest days of the System and generally consist of materials provided to its first president, Dr. I.E. Ready.  Starting in 1965, these records also include agendas of the Community College Committee that functioned under the State Board.

Sanford Commission (1979 - 1980)

The 1979 Session of the North Carolina General Assembly moved the Department of Community Colleges from the State Board of Education to a new system of governance, to be headed by a new and separate body called the State Board of Community Colleges.  To facilitate this change over a two-year period, Governor James B. Hunt, Jr. appointed a special commission that was chaired by one of the earliest champions of the community college system.  Former Governor Terry Sanford and the members of his commission helped to clear the way for a network of institutions across the state become one of the largest and most well-respected community college systems in the nation.  These records include the final report of the Commission, many of its working papers, and notes made by Governor Sanford in his own handwriting.
