State Board welcomes new member, approves new president
Investigation at Blue Ridge Community Colleges continues
RALEIGH
- The State Board of Community Colleges welcomed its new student
representative member today. Jonathan Smith, a 4.0 G.P.A. student
at Roanoke-Chowan Community College and president of the North
Carolina Comprehensive Community College Student Government
Association, took the oath of office from Associate Supreme Court
Justice Patricia Timmons-Goodson. “I do not by any means take this
responsibility lightly,” said Smith. “I promise to work hard,
listen to our students, and serve all that have placed their trust
and faith in me by sharing their concerns and ideas with you.”
The Board approved Dr. Garrett Hinshaw as the third president of Catawba Valley Community College, effective August 1. Hinshaw currently serves as executive vice president and chief operating officer of Caldwell Community College & Technical Institute in Hudson. He succeeds the retired Dr. Cuyler Dunbar who has served since 1988.
The Board heard a report from Dr. Marvin Joyner, who is conducting the investigation into allegations of improper activity at Blue Ridge Community College on behalf of the Board. The Board empowered Joyner, the retired president of Central Carolina Community College, to continue his work. They left on the agenda for August an item to withhold funds from the college if that process is impeded.
The Board established a committee that will develop the comprehensive process to distribute $15 million appropriated by the General Assembly to the System. The money will provide grants to community colleges for facility or equipment needs. According to provisions in the bill, the grants will be awarded on the merit of the applications received and must be matched dollar-for-dollar by non-state funds. No individual grant may exceed $1 million. The committee members are: State Board – Herbert Watkins, Dr. Bob Greene, and Sandra Hayes; from the President’s Association – Dr. Joe Barwick (Carteret Community College), Dr. Phail Wynn (Durham Technical Community College), and Dr. Suzanne Owens (Mayland Community College); and from the System Office – Kennon Briggs, vice president, Business and Finance, Sharon Rosado, manager, Administrative & Facility Services and Dee Burns, assistant manager, Facility Services. The committee will begin its work as soon as possible. The goal is to have final report in November.

BioNetwork, presented the State
Board and System President Martin Lancaster the Telly Award he received for the biotechnology television recruiting commercials he produced called “Stories of Hope.” The Telly is considered one of the most prestigious awards in advertising, film and video production. Smit told the Board the campaign relays powerful stories of how the community college system has “empowered laid off workers by providing them new careers and new hope for the future.” More information about the Telly and the award-winning commercials can be found at:

The Board also approved a contract with Affiliated
Computer Services (ACS) and Datatel to support the Release 18
migration, which will lead to the completion of the infrastructure
of the CIS Project. The Release 18 migration will be completed in
November, 2007, right after the implementation of the CIS
project is completed with the final 18 of the 58 community colleges
going live with the new system by August 2007. Finance and Capital
Needs Chair Herb Watkins told the Board that the project with ACS
and Datatel is moving forward successfully.
