Community College System President to State Board: "Walk the halls, fight for our System!"
RALEIGH: "Now is the time for each of you to feel a special obligation to walk the halls of the General Assembly." This was the call to action from North Carolina Community College System President H. Martin Lancaster to the State Board of Community Colleges. The State Board held its May meeting in the Caswell Building this morning, May 18.
While the formal announcement has not come from the legislature, Lancaster gave the members information he could share. He told the board that the cuts would be "very painful indeed." He added that, "Valuable programs that have served our System well for years will be eliminated or drastically changed, hundreds of full-time and part-time faculty and staff will lose their jobs, and thousands of students will be closed out of courses they need to take in order to complete their programs on time."
The message Lancaster urged the State Board to echo through the legislative halls is clear. "The economy of North Carolina will suffer as we suffer if these cuts are not reduced." He urged the members to make every effort to personally contact every legislator they know to encourage high priority to workforce needs of the state.
The members agreed with Lancaster and pledged to work diligently in the General Assembly. After the last meeting, a letter from State Board Chairman G. Herman Porter was sent to the legislative leadership emphasizing the budget concerns of the board.
Chairman Porter announced the resignation of Hugh F. Bryant of Gastonia from the State Board. Mr. Bryant is an insurance salesman and consultant with his own company. Former Governor Jim Hunt appointed Bryant to the Board. His term expires June 30, 2003.
In other action, the State Board approved the following Program Applications:

* Southwestern CC – Office System Technology/Concentration Virtual Office Assistance
* Stanly – Early Childhood Associate/Special Education
* Surry CC – Advertising and Graphic Design
President Lancaster told the board that the 2001
Critical Success Factors
report is now on the NCCCS Web site, www.nccommunitycolleges.edu . It can be
found in the General Information Section under Publications. The performance
measures used for accountability and performance funding are included in this
year's CSF report.
The State Board also approved another round of construction projects, including those funded by the Higher Education Facilities Bond. The projects approved are as follows:
1. Project Approval
A. Alamance Community College – Project No. 1129 – Student Services/LRC/Administration Building. Estimated cost is $6,500,000, composed of $4,500,000 local funds and $2,000,000 state funds (code 40070-4100886A). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
B. Craven Community College – Amend Project No. 907B – Classroom/Library Building. Estimated cost is $4,000,000, composed of $2,000,000 local funds and $2,000,000 state funds (code 40070-4100824B). Project is amended to show 2000 state bond funds and move local funds to project number 1076 to begin in July 2003. The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
C. Fayetteville Technical Community College – Amend Project No. 1051 – Spring Lake Center. Estimated cost is $7,579,079, composed of $579,079 local funds and $7,000,000 state funds (code 40070-4100832C). Project is amended to show 2000 state bond funds. The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
D. Martin Community College – Project No. 1192 - Reroof Buildings 2, 3, 4 & 5. Estimated cost is $258,540, composed of all state funds (code 40070-4101850O). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
E. Mitchell Community College – Project No. 1091 – Advanced Technology Building. Estimated cost is $3,178,788, composed of all state funds (code 40070-4100853A). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
F. Robeson Community College – Amend Project No. 1064 – Culinary Lab Renovations. Total cost is $44,956, composed of all state funds (code 49577). Project is amended to transfer state funds to project number 1108.
G. Robeson Community College – Project No. 1108 – Roof Replacements & Condenser Water Pump Replacement. Estimated cost is $182,702, composed of $7,701 state funds (code 49577) and $175,000 state funds (code 40070-4101870N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
H. Rockingham Community College – Project No. 1191 – Summer 2001 Renovations. Estimated cost is $112,500, composed of all state funds (code 40070-4101872O). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
I. Sandhills Community College – Amend Project No. 940 – Student Center. Estimated cost is $6,973,000, composed of $5,473,000 local funds and $1,500,000 state funds (code 40070-4100-878C). Project is amended to increase local funds and show 2000 state bond funds. The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
J. Sandhills Community College – Amend Project No. 1003 – Kennedy Health Science Renovation. Estimated cost is $1,221,000, composed of $707,284 local funds, $26,716 state funds (code 49920) and $487,000 state funds (code 40070-4101878O). Project is amended to increase local funds and show 2000 state bond funds. The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
K. Sandhills Community College – Project No. 1081 – Technology Center. Estimated cost is $6,000,000, composed of $2,160,290 local funds and $3,839,710 state funds (code 40070-4100878D). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
L. Southwestern Community College – Project No. 1188 – Jackson Campus Repairs. Estimated cost is $798,942, composed of all state funds (code 40070-4101882O,R, S, T & U). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
M. Southwestern Community College – Project No. 1189 – Macon Center Repairs. Estimated cost is $90,000, composed of all state funds (code 40070-4101882P & Q. The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
N. Southwestern Community College – Project No. 1190 – Swain Center Renovations. Estimated cost is $400,000, composed of all state funds (code 40070-4101882N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
O. Wilkes Community College – Project No. 1181 – John A. Walker Community Center Renovation. Estimated cost is $275,000, composed of all state funds (code 40070-4101896N). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
P. Wilkes Community College – Project No. 1182 – General Campus Renovations. Estimated cost is $306,817, composed of all state funds (code 40070-4101896O). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
Q. Wilkes Community College – Project No. 1183 – Energy Conservation Upgrades. Estimated cost is $165,000, composed of all state funds (code 40070-4101896R). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
R. Wilkes Community College – Project No. 1184 – Sidewalk/Step/Street/Parking Lot Paving & Sealing. Estimated cost is $140,000, composed of all state funds (code 40070-4101896V). The 2000 state bond funds shown in this project will be disbursed only in accordance with the cash flow model.
Acquisition and Disposal of Real Property
A. The Board of Trustees of Guilford Technical Community College requests permission as per G.S. 115D-20 to acquire two parcels of land adjacent to their Greensboro Campus on the North side. This property will be used for expansion of their Greensboro Campus. This acquisition will be funded from local appropriations.
B. The Board of Trustees of Southwestern Community College requests permission as per G.S. 115D-20 to acquire three parcels of land totaling approximately 18 acres. All three parcels will be contiguous to the main campus and used for future expansion. This acquisition will be funded from local appropriations.
