State Board of Community Colleges to tackle tough budget issues

RALEIGH: Enrollment is up, way up for the North Carolina Community College System. Normally that would be great news, but budget cuts and funding concerns have created a serious problem for NCCCS administrators.

The State Board of Community Colleges will hold a special session focusing on the NCCCS budget at its next meeting. The Issues Session and Lunch on Thursday, March 14, will give the members a chance to take a hard look at where the System is now and what potential problems lie ahead.

"The North Carolina Community College System has experienced an increase of 14,000 Full Time Equivalency (FTE) students this year," said System President H. Martin Lancaster. But Lancaster explained that one FTE, which is based on enrollment hours, is usually comprised of more than one student. "That translates into thousands more adult students who have come to our campuses for education and training. The economic downturn has meant an enrollment upswing for us."

Several community colleges have experienced record-breaking enrollment increases. Mayland Community College in Spruce Pine, for example, had a 50% increase in its fall enrollment over the previous year. Usually spring retention numbers drop a little, but not this year. Most of the colleges report the increases are holding, if not growing.

"The money we are operating on now is based on last year’s enrollment," explained Kennon Briggs, NCCCS Vice President for Business and Finance. "The fiscal outlook is dismal and the State Board is going to have to make some tough decisions."

State Board Chair James J. Woody has already heard from many Presidents who say they had to make hard decisions to meet the mandated 2.9% reversion this year. They told him they have cut costs every where they could. "It’s tough because they know how much their students need the services and they want to provide them, but the funds are just not there."
