State Board of Community Colleges approves changes to expansion budget proposal
Partnerships with UNC, computer security add to requests

RALEIGH: The State Board of Community Colleges today (Friday, October 15) approved the proposed expansion budget for the next two fiscal years.

In September, board members had reviewed a draft proposal that included 10 major requests, led by enrollment growth, faculty and professional staff salaries and equipment funding.

Today, board members voted to add five items stemming from the work of the Task Force on UNC-NC Community College System Partnerships established by James Woody, State Board Chair, and Brad Wilson, Chair of the Board of Governors of the University. Those items total about $6.5 million in new funding for each of the fiscal years.

The board also voted to add additional funds in instructional support areas to cover requirements for additional security in computer systems.

The final Expansion Budget Request is due in the State Office of Budget and Management October 31

The request addresses accumulated equipment needs of $231 million and needs for new funds for instruction and operations totaling about $156 million in FY 2005-2006 and $186.4 million in FY 2006-2007.

Dr. Stuart Fountain of the State Board of Community Colleges and Peter Hans of the UNC Board of Governors co-chaired the Task Force, which began its work early in 2004. Its goals were to identify and examine the cooperative working relationship between the University of North Carolina and the Community College System, to identify and develop recommendations for enhancing that relationship, and ultimately to provide a seamless higher education system. The final report, endorsed by both boards, calls for an annual report and ongoing communications; joint legislative actions as necessary; expanded partnership efforts for academic programs, and stronger support for the Transfer Advisory Committee.

The Board of Governors and State Board of Community Colleges have agreed to ask jointly for funding to sustain the work of the Task Force, with the following items in the request approved today:

    1. Funds to establish a UNC presence on each of the fifty-eight community college campuses
    2. Funds to establish a "Teacher Center Network"
    3. Funds to continue and expand work on a comprehensive agreement for distance learning
    4. Funds to expand the College Foundation’s "Redirection Program"
    5. Funds to expand the responsibilities of the "Transfer Advisory Committee"

In other business Friday, the State Board:

  • Approved Dr. Deborah Lamm as the new President of Edgecombe Community College in Tarboro. A graduate of UNC-Greensboro, East Carolina University and NC State University, Dr. Lamm succeeds retired President Hartwell Fuller. She comes to Edgecombe Community College from Southeastern Community College in Whiteville.
  • Reviewed and voted to forward to the General Assembly a consultant's report on options for the future of the NC Center for Applied Textile Technology in Belmont. The Board will consider the issue again at its November meeting in Raleigh.
  • Received the announcement of a new statewide community college scholarship program from the North Carolina State Employees' Credit Union (SECU) Foundation. In its first major gift, the SECU Foundation pledged two scholarships valued at $5000 each over two years to each of the 58 comprehensive community colleges in the North Carolina Community College System. The announcement came from SECU Foundation Chair Tom King, who is a former State Board member and retired Vice President for Finance of the NC Community College System.

The North Carolina Community College System is the state's primary provider of workforce education and training, adult education and literacy. With 800,000 students enrolled in 59 institutions, it ranks as the nation's third largest community college system.
