Statement about Admission of Undocumented Individuals

 

        On November 7, 2007, the System Office of the NC Community College System issued a "Numbered Memo" defining policy concerning admission of undocumented individuals entitled "New Guidance on the Admission of Undocumented Individuals."  Beginning in 2004, North Carolina's community colleges had discretion in whether to admit such individuals.  At the time of the memo, at least 37 of the colleges did so.

        David Sullivan, Assistant to the President for Legal Affairs, concluded upon careful study of law and regulations under the North Carolina Administrative Code that community colleges could not bar students based on immigration status.  Undocumented students in curriculum (for-credit) courses and programs must pay out-of-state tuition with some exceptions as detailed in the memo.  The memo is a public record.  The full text is posted on the website for the System Office at http://www.nccommunitycolleges.edu/Numbered_Memos/docs/MemosFor2007/cc07-275.pdf

        Today's (Nov. 27)  news release from the Civitas Institute states "On average, out-of-state tuition covers only 50 percent to 70 percent of the total cost to educate each student."

        This is a serious inaccuracy.  According to Kennon Briggs, Vice President for Business and Finance of the NC Community College System, out-of-state tuition for full-time students (16 hours per semester, 32 hours per year) is $7465.60 per year. The per student cost, calculating instruction plus associated costs, is $5,375.93 per year.  Thus, a student paying out-of-state tuition pays almost 140% of the cost of instruction.
