Minimum Qualifications

  • Associate’s degree or equivalent from a two-year college and at least three years’ experience equivalent experience in Payroll Administration may be substituted for the Associate’s degree
  • Excellent interpersonal, oral, and written communication skills required
  • Ability to perform each essential duty satisfactorily
  • Ability to use Microsoft office to include Word, PowerPoint, Excel, and Outlook
  • Knowledge of the NCCCS ERP
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations related to payroll accounting, tax withholdings, and benefits
  • Ability to write reports, business correspondence, and document procedures
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
  • Ability to solve payroll problems and deal with a variety of concrete variables in situations where only limited standardization exists
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form

Preferred Qualifications

  • Bachelor’s Degree in Business with course work in Accountancy
  • Background in Payroll Administration

Position Description

GENERAL FUNCTION:

Under supervision of the Director of Fiscal Services, manages all aspects of the preparation and processing of employee payroll and paying of benefits, accompanying federal and state reports and records; prepares and processes payroll tax withholdings and voluntary deduction, and insures payroll EFT is transmitted.  Serves as accounting technician and performs functions for the College’s state fund accounts.

ESSENTIAL DUTIES:

 

  • Collects, and verifies, timesheets, including leave forms, on monthly basis
  • Enters hours worked and leave taken into NCCCS ERP and verifies accuracy of entries; validates this information with the College Controller
  • Runs employee longevity pay reports, verifies and corrects as needed, and enters longevity pay into NCCCS ERP
  • Tracks third party payments (i.e. sick pay, etc.) and adjusts employee withholdings as required
  • Enters garnishments and levies into payroll and remits payments to appropriate entity
  • Makes necessary data changes for employee withholdings benefits (401K, 457B, SECU, and transfers)
  • Works collaboratively with Human Resources to insure new hires, terminations, and other changes entered into the NCCCS ERP
  • Reconciles and runs payroll process for full-time and part-time employees to print checks; creates electronic transfer funds (EFT) file and transmits it to the bank; and ensures that payroll EFT is disbursed and checks issued by State Controller directed pay dates
  • Reconciles benefits reports and initiates check requests for benefits checks
  • Distributes leave register to each department
  • Maintains payroll files on a monthly basis, verifying for accuracy
  • Makes and documents adjustments to processes and procedures.
  • Timely processes and transmits quarterly reports – 941 Employer’s Quarterly Federal Tax Return,
  • Employee’s Quarterly Tax and Wage Report to Employment Security Commission
  • Processes and transmits yearly reports timely – W2s for federal and state. Includes issuing
  • employee W2s and summary W2 data to the Social Security Administration
  • Updates Tax Tables and Employee Benefit Tables in the NCCCS ERP
  • Performs other duties as assigned
