Position Description

GENERAL JOB DESCRIPTION: The Assistant Controller is responsible for assisting with the financial activities that occur within the Business Office and ensuring accuracy and a smooth workflow process within each area including Accounts Receivable, Accounts Payable, and Payroll. The Assistant Controller will also be responsible for performing the E.A.G.L.E. audit and risk assessments, coordinate with different departments to gather necessary data, and help create new strategies to optimize efficiency within the department. The Assistant Controller reports directly to the Director of Financial Services.

Required:
• Bachelor’s degree in accounting or a business-related field from a regionally accredited institution.

DUTIES:
• Maintains an in-depth knowledge of the principles, practices, theories, and terminology of accounting (GAAP, GASB, & FASB), budgeting, and fiscal management.
• Assists in maintaining the general ledger and monitors the month-end close-out procedures to ensure that all general ledger transactions for the month have been posted.
• Monitors and reconciles college grants, reimbursement requests, and invoices as required by the granting agency.
• Completes the monthly bank reconciliations for the Short-Term Investment Fund (STIF), State, County, and Institutional Funds in a timely manner.
• Completes a variety of reports required by the North Carolina Community College System, the NC State Auditor, the NC State Controller, and other government agencies including the 112-package due each month end.
• Assists the Director of Financial Services with the year-end balancing, reconciling, closing, and financial statement preparation which includes the preparation and completion of the year-end journal entries.
• Serves as the Petty Cash Custodian by auditing all cash located on campus.
• Serves as payment coordinator for Apprenticeship NC.
• Serves as the lead role for the E.A.G.L.E. program for the College, and coordinates with various departments to perform internal audits of college processes to ensure that state, federal, and local policies are being followed properly along with GAAP (generally accepted accounting principles).
• Responsible for reviewing and approving the DCA Reports daily.
• Serves as the lead role for the Foreign Nationals Compliance Program for the College and ensures that all withholding and reporting on payments to nonresident aliens and foreign businesses are in accordance with the Internal Revenue Code (IRC) Section 1441 and the policies established by the Office of the State Controller (OSC).
• Assists the Director of Financial Services with balancing clearing accounts.
• Monitors cash balances to ensure available funding for outstanding expenditures.
• Serves as point of contact with the NC State Auditors during the annual audit of the College.
• Manages and balances outside reimbursable grants received by the college and oversees the financial administration of the College’s grants in conjunction with the grant writer and the grant project manager.
• Manages the College’s Merchant Services processing needs for credit card processing.
• Reviews and manages the College’s Institutional Funds.
• Manage the G6 system and perform the drawdown of federal funds as needed.
• Assists in reconciling financial aid activity each month in conjunction with the Financial Aid Director.
• Assists the Director of Financial Services by cross-training in certain areas to learn the responsibilities of each position and the services that they provide in the Business Office to serve as backup when needed.
• Commits to a program of continuous improvement in all areas of responsibilities including personal and professional development as well as the professional development of the staff members.
• Provides guidance for others in the Business Office and across the College, as needed.
• Provides excellent customer service to internal and external customers.
• Coordinates special projects within the office to improve efficiency and perform other duties as assigned.
