Minimum Qualifications

Minimum Qualifications

Education and Experience: Bachelors Degree in Human Resources or related field, or three years of progressive HR related work experience. Masters Degree in Human Resources preferred.

Licenses and Certificates: SHRM or other HR related certifications preferred.

Specialized Training: FMLA, Title IX, FSLA, Payroll, and Employee Benefit management experience preferred.

Position Description

The purpose of this position is to facilitate the recruitment, hiring, and retention of high-quality faculty and staff for Piedmont Community College while also overseeing payroll and benefit management for all full and part-time employees.

Essential Duties

· Collaborates with senior leadership to understand the organization’s goals and strategy related to staffing, recruiting, and retention.

· Plans, leads, develops, coordinates, and implements policies, processes, training, and initiatives to support the organization’s human resource compliance and strategy needs.

· Administers or oversees the administration of human resource programs including, but not limited to, compensation, payroll, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.

· Serve as HR representative for Town Hall meetings · Coordinates the planning and implementation of the Institute for Leadership.

· Coordinates the planning and implementation of Supervisor Training.

· Coordinates the planning and implementation of Convocation.

· Conducts frequent communication between HR and other departments within the college.

· Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management including planning and implementation of onboarding processes for all new staff.

· Conducts research and analysis of organizational trends including review of reports and metrics from the organization’s human resource information system (HRIS) or talent management system.

· Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews and modifies policies and practices to maintain compliance.

· Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.

· Creating efficient and consistent processes within the HR Department and providing training for these processes.

· Oversees the facilitation of professional development, training, and certification activities for HR staff. · Conduct training for college staff/faculty on topics as requested or required.

· Completes institutional personnel reports for both state and federal reporting, i.e.: IPEDS, OCR, BLS, NC Dept. of Labor – Accident & Injury (OSHA 300-A), NCCCS Longevity, etc.

· Ensures departmental cross training for business continuity and efficiency.

Additional Duties

· Serve on institutional standing committees for the college including but not limited to: Professional Development Committee (co-chair), and the Employee Resources Committee.

· Conduct Policy reviews as needed to comply with regulations.

· Provide counsel to supervisors for proper use of performance evaluation tools and supervisory regulations and procedures.

· Other duties as assigned.

Supervisory Responsibilities

This position oversees the positions of: Human Resources Business Partner, Payroll & Benefits Specialist, and Human Resource Generalist
