Job Summary

The Director of Human Resources and Title IX Coordinator provides strategic and hands-on operational leadership for the College’s Human Resources function, directly managing HR systems, processes, and compliance activities in alignment with the College’s mission and priorities. The Director is responsible for policies and procedures, benefits administration, salary plan and FLSA job classification, recruitment and onboarding, performance management, employee relations, and training, with active involvement in HR administration, investigations, system management, and process improvement. The Director serves as the Title IX Coordinator, overseeing Title IX policy administration, investigations, training, and regulatory compliance.

Essential Duties and Responsibilities

Essential Duties and Responsibilities:

• Develops, implements, administers, and annually reviews human resources policies, procedures, workflows, and internal controls; recommends revisions as needed
• Directly manages and operates HR systems and platforms supporting recruitment, onboarding, personnel records, benefits, performance management, reporting, and compliance
• Administers health, retirement, and supplemental benefit programs, including vendor coordination, enrollment, issue resolution, and employee communication
• Leads and participates in full-cycle recruitment and onboarding for all employee groups, ensuring legal compliance and consistency
• Administers compensation and job classification programs, including job analysis, pay grade placement, market review coordination, and documentation
• Oversees and supports the performance management process, including coaching leaders on documentation, corrective action, and progressive discipline
• Interprets and ensures compliance with federal and state employment laws and regulations
• Conducts or oversees employee and Title IX investigations; prepares findings, maintains records, and participates in meetings and hearings as required
• Represents the College in EEOC, internal, or external hearings and proceedings as necessary
• Provides hands-on employee relations support, including policy interpretation, conflict resolution, and risk mitigation
• Prepares, submits, and maintains required federal, state, and North Carolina Community College System reports, including NC DOL, SIR, IPEDS, ACA, and related compliance reports
• Serves as the College’s Title IX Coordinator, managing Title IX systems, complaints, investigations, training records, case documentation, and reporting
• Maintains required Title IX certifications and provides training and guidance to Deputy Title IX Coordinators, investigators, and College faculty and staff
• Ensures timely and compliant handling of employee accommodation requests
• Designs and delivers HR, compliance, and supervisory training for administrators, supervisors, and employees

Related Responsibilities:

• Provides day-to-day leadership, coaching, and workload direction to Human Resources staff
• Serves as the College’s Equal Employment Officer
• Partners with the 504/ADA Coordinator to ensure ADA and Section 504 compliance for employees and students
• Participates in College committees, audits, task forces, and special projects as assigned
• Administers the employee recognition program
• Manages Workers’ Compensation and all leave programs
• Presents HR and compliance updates to college leadership and Board of Trustees as requested
• Performs other related duties as assigned

Knowledge, Skills, Abilities, Education and Experience Requirements

Knowledge, Skills and Abilities:

• Strong working knowledge of HR operations, systems, and compliance in a higher education environment
• Demonstrated ability to balance strategic leadership with hands-on execution and system-level work
• Excellent written and verbal communication skills, including documentation, reporting, and training delivery
• Ability to work effectively with students, faculty, staff, administrators, and external agencies
• Working knowledge of federal and state employment laws, including EEO, ADA, FMLA, FLSA, Title VII, and Title IX
• Proficiency with Colleague (Datatel), NeoGov (NeoEd), and TeamIA
• Demonstrated anticipatory thinking related to compliance, policy development, and risk management

Education and Experience Requirements:

• Bachelor’s degree in Human Resources or a related field is required

• Minimum of five to seven years of progressively responsible Human Resources leadership experience in higher education, preferably within a community college environment

• Demonstrated experience with HR systems, compliance administration, and operational process management, including Staff Information, ACA, and IPEDS reporting

• Master’s degree in Human Resources or Business Administration and Title IX Coordinator certification preferred

Surroundings/Environment:

Standard office environment, usually indoors away from the elements, with moderate noise.

Physical Effort:

While performing the duties of this job, the employee is required to maintain a stationary position for an extended period; move about the office, operate and position computers and files, as needed; and frequently communicate with others. The employee may occasionally move up to 15 pounds.

Scheduling:

This is a full-time position working 37.5 hours/weekly. Normal working hours are Monday through Friday 8:00 a.m. to 4:30 p.m.; however, must be able to work a flexible schedule, with day, evening and weekend hours as job duties demand.

Travel:

Local travel is required, including between campus locations. Out-of-state travel is limited but may be required for special training/conferences.
