Education Minimum: Master’s degree from a from an accredited college or university in Business Administration, Human Resources, or other related field.

Experience Minimum: Minimum of 10+ years senior-level

Preferred Qualifications

Experience within NC Community College System or other higher education or public sector experience.

Position Description

Summary 
The Associate Vice President of Human Resources fosters a culture of collaboration, mutual respect, innovation, and continuous improvement throughout the college and the community.  Under the direction of the President, this position works under broad, administrative direction with responsibility for providing strategic leadership and direction in the planning, implementing, improving, and evaluating of the Human Resources department and promoting operational improvements. Responds to inquiries from college departments, educational institutions, the community, and/or external agencies and supervises administrative management, professionals, classified, technical/support, and student staff.

The Associate Vice President of Human Resources has overall responsibility and accountability for providing leadership in long-range planning, program development, problem solving, and staff development in the Human Resources Department.  At the discretion of the President, may serve as a member on Administrative Council for the College.

Knowledge & Responsibilities

Essential Duties and Responsibilities include the following:

  • Oversee compliance of plans, policies, procedures, and programs, including monitoring legislation before enacted, assessing and recommending responses, and implementing changes as necessary
  • Provides primary leadership in guiding, planning, implementing, evaluating, and modifying administrative processes and operational procedures for the Human Resources Department, which has a college-wide impact.
  • Ensure system and process efficiencies, data security and integrity
  • Develop and monitor key performance indicators regarding plan performance, internal and external operations, and customer service delivery; identifying and/or benchmarking trends and implementing appropriate solutions
  • Establishes, monitors, evaluates, and modifies processes, procedures, and/or standards, ensuring alignment with the College’s mission, values, goals, and objectives, as well as all local, state, and federal laws and regulations.
  • Participates on various College Committees, including a variety of leadership groups and teams.
  • Provides leadership in problem-solving and promoting systems improvement in the Human Resources Department. 
  • Develops and monitors budgets in the Human Resources Department; implements and allocates resources following budget approval; approves expenditures.
  • Serves as a liaison between the Board of Trustees, President, Vice Presidents, and other administrative staff by interpreting and carrying out rules, regulation, and policies as they affect the negotiation process, labor relations, and legal issues related to the Office of Human Resources. 
  • Provides advice and counsel to the President on HR policy issues, employee and labor relations matters and related litigations.
  • Serves as a liaison to applicable external agencies and industries, internal departments, and applicable educational institutions representing the College with respect to processes and procedures.
  • Represents the College at meetings, conferences, and workshops related to the management of the Human Resources Department.
  • Performs all or some of the responsibilities and other related duties as assigned.

Supervisory Responsibilities                   
Directly supervises 5-7 employees in the Human Resources Department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Language Skills                   

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  
  • Ability to write reports, business correspondence, and procedure manuals.  
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills                   

  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.   
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability                   

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  
  • Ability to deal with problems involving several concrete variables in standardized situations.

Computer Skills                   
To perform this job successfully, an individual should have experience with Datatel and should be proficient with Microsoft Word and Excel.
