RE: Extension of Waiver of 1B SBCCC 200.3(c)(9)-Multi-Campus Centers

DATE: March 23, 2022

The State Board of Community Colleges (“SBCC”) has approved an extension of
the waiver of 1B SBCCC 200.3(c)(9). This action extends the waiver of the minimum
budget full-time equivalent (FTE) requirement in 1B SBCCC 200.3(c)(9) to allow
colleges to maintain the same level of Multi-Campus Center (MCC) funding as
Fiscal Year 2019-20 for Fiscal Year 2022-23. The waiver was effective immediately
upon the State Board’s vote and applies to budget allocations made for FY 2022-
23.

1A SBCCC 200.3 allows the State Board of Community Colleges Code to waive
provisions of the Code to address unforeseen circumstances where notice and hearing
would be contrary to the interests of community college stakeholders. In April 2020, the
State Board voted to waive the minimum budget FTE requirement in 1B SBCCC
200.3(c)(9) to allow colleges to maintain the same level of MCC funding in Fiscal Year
2020-21. This waiver was again extended at the State Board’s July 2020 meeting, to allow
colleges to maintain the same level of MCC funding in Fiscal Year 2021-22. This action
by the State Board extends the waiver through FY 2022-23.

If you have specific questions about this waiver or MCC funding, please contact
the NC Community College System Office’s Finance Department. Thank you for your
attention to this matter.
