Dr. Bill Schneider currently serves as the Vice President of System Effectiveness at the North Carolina Community College System (NCCCS), starting in September 2023. In this capacity, he assumes the role of chief data officer and spearheads statewide initiatives related to research, evaluation, and data analytics. His focus is on enhancing data accessibility, literacy, and utilization to foster systemwide improvement, particularly in the domains of postsecondary access and student success.

Prior to his current role, Dr. Schneider held the position of NCCCS's Associate Vice President of Research and Performance Management since 2010. During this tenure, he played a pivotal role in the establishment and execution of the System's performance-based funding model and associated college accountability measures. Furthermore, he supervised the development of nationally recognized public-facing dashboards highlighting student enrollment, progress, completion, and institutional effectiveness. Dr. Schneider also led projects aimed at strengthening community college research capabilities and guided efforts to enhance institutional outcomes through the exchange of promising practices among colleges.

Before joining NCCCS, Dr. Schneider served as the Director of Institutional Effectiveness at Forsyth Tech Community College and as the Director of Research, Planning, and Assessment at Chesapeake College. He holds a Doctor of Education in Community College Leadership from NC State University, a master's degree in policy sciences from the University of Maryland, Baltimore County, and a bachelor's degree in political science and economics from Salisbury University.
