Minimum Qualifications

Experience:
  • Seven to ten years of progressive HR experience with at least five years in leadership roles.
Training:
  • A Master’s degree from an accredited college or university in Human Resources Management, Business Administration, Educational Administration, Organizational Psychology, or a closely related field.
  • Professional HR certification (PHRSPHRSHRM-CP, or SHRMSCP) preferred. Bachelor degree may be considered with 15 or more years’ experience working in a NC Community College’s Human Resource Office.

Preferred Qualifications

  • Higher education experience strongly preferred. Experience with large-scale business environments, organizational change, benefits administration, payroll operations, employee contracts, and talent development programs preferred.
  • Professional HR certification (PHRSPHRSHRM-CP, or SHRMSCP) preferred.

Position Description

Duties may include, but are not limited to, the following:
  • Partners with executive leadership to develop and execute Human Resources and Talent Development strategies aligned with institutional goals and lead organizational change initiatives and culture transformation efforts.
  • Serves as a member of the Compensation Committee to guide decisions on employee classification and compensation.
  • Serves as the College’s Title IX Administrator and Coordinator, ensuring full compliance with Title IX mandates and related federal regulations.
  • Ensures Human Resources policies and procedures are compliant with accrediting agencies, Federal and State guidelines, and mandatory reporting requirements.
  • Maintain, update, and publish College procedures related to human resources and consistent with all relevant laws.
  • Ensures confidentiality and security of information, managing filing systems and automated information storage systems, including document control.
  • Ensures employee benefits including health insurance, retirement plans, wellness programs, and other benefit offerings are competitive with other public entities.
  • Oversees benefits enrollment, administration, vendor relationships, and employee communications.
  • Provides oversight of all payroll operations ensuring accurate and timely processing of employee compensation, deductions, and tax withholdings in compliance with federal and state regulations.
  • Advises managers and employees on matters related to employee conduct, performance, and disciplinary processes and procedures ensuring disciplinary actions and investigations comply with relevant employment laws and regulations.
  • Develops and delivers training programs to managers and employees on topics such as workplace conduct, policy awareness, administering processes and procedures, and conflict resolution.
  • Maintains accurate and up-to-date records of disciplinary actions, investigations, and related documentation electronically and in paper files.
  • Collaborates with the Associate Vice President for Business and Finance – Controls to maintain robust internal controls over payroll processing and maintain compliance with the Affordable Care Act.
  • Manages comprehensive contract processes for both full-time and part-time employees including background checks, I-9 compliance, contract preparation, renewals, modifications, and compliance tracking. Contracts for part-time continuing education instructors are excluded from the responsibilities of the Associate Vice President for Human Resources.
  • Designs and implement comprehensive employee onboarding programs to ensure smooth integration of new hires into the college community.
  • Develops and oversee talent development initiatives including professional development programs, training opportunities, career advancement pathways, and succession planning.
  • Oversees and coordinate the employee mentor program including mentor training, program evaluation, and continuous improvement initiatives.
  • Oversees comprehensive recruitment strategies to attract diverse, high-quality candidates and manage faculty and staff hiring processes, ensuring compliance with equal opportunity requirements.
  • Provides guidance on complex employee relations issues and conflict resolution, and oversee disciplinary processes and grievance procedures.
  • Leverages technology to improve Human Resources processes and operational efficiency.
  • Generates reports on key HR metrics and operational data, and manage HR documentation and record-keeping systems.
  • Develops and manages budgets and resource allocation for Human Resources.
  • Selects, supervises, trains, and evaluates Human Resources employees.
  • Participates in complex, special projects as assigned, including writing and submitting proposals to present at national, state, and local conferences and meetings related to HR best practices.
  • Performs other related duties as assigned.
