Career & College Promise (CCP) Updates- Expanded WCE Pathway Access for Freshmen and Sophomores
Session Law 2025-56 (formerly Senate Bill 125) expands access to Workforce Continuing Education (WCE) Career and College Promise (CCP) pathways by:
- Permitting enrollment of freshmen and sophomores in WCE CCP pathways, in addition to juniors and seniors.
- Removing previous statutory restrictions that limit students to specific curriculum CTE programs.
This expansion provides greater flexibility for colleges to serve all high school students under G.S. 115D-30.1, as amended. Colleges must continue to adhere to the State Board Code, system policies, and any applicable external agency requirements when enrolling minors in WCE and CTE pathways.
Complete guidance will be reflected in Section 14, the Career & College Promise Operating Procedures, of the Curriculum Procedures Manual. To be eligible for enrollment in a Career and Technical Education pathway, through Continuing Education, a high school student must meet one of the following criteria:
- Be a high school freshman or sophomore as of the first day of the applicable term, and
- Have the recommendation of the high school principal or his/her designee and rationale for recommendation, and
- Have the recommendation of the college’s Chief Academic Officer or Chief Student Development Administrator, and
- Passed Math I with a grade of C or better, and
- Scored a 3, 4, or 5 on the End of Course assessment (EOC)for Math I, and
- Scored a 3, 4, or 5 on the 8th grade End of Grade ELA assessment, and
- Academic advising prior to enrollment is highly encouraged. OR
- Be a high school freshman or sophomore as of the first day of the applicable term, and
- Have the recommendation of the high school principal or his/her designee and rationale for recommendation, and
- Have the recommendation of the college’s Chief Academic Officer or Chief Student Development Administrator, and
- Demonstrate college readiness in English, reading, and mathematics on an assessment, and
- Academic advising prior to enrollment is highly encouraged.
