On October 16, 2026, the State Board of Community Colleges (SBCC) voted to adopt the State Board Code, 1F SBCCC 100.96 – Community College Students Convicted of Assaulting Officers or Employees of the State. The adoption aligns with recent legislative changes that prohibit students from receiving in-state tuition benefits and state-funded scholarships if, while enrolled at a community college, they are convicted of assaulting an officer or employee of the State or political subdivision of the State. This prohibition takes effect beginning with the academic term following the conviction. The new provisions become effective on December 1, 2026, and apply to offenses committed on or after that date.

The adoption into the State Board Code will be effective November 1, 2026. At that time, the adopted rule will be published on the North Carolina Community College System’s website, State Board Code – NCCCS (nccommunitycolleges.edu).  For your convenience, a copy of the rule in its final form is attached to this memorandum.
