On October 16, 2026, the State Board of Community Colleges (SBCC) voted to adopt the State Board Code, 1H SBCCC 500.3 – Strategic Procurement and Evaluation of Technology. The adoption aligns with Session Law 2025-46, which requires the Board to adopt a policy for evaluating technology costs, including consideration of the long-term costs associated with technology ownership.

The adoption will be effective November 1, 2026. At that time, the adopted rule will be published on the North Carolina Community College System’s website, State Board Code – NCCCS (nccommunitycolleges.edu). For your convenience, a copy of the rule in its final form is attached to this memorandum.
