Capital Improvement Funds Available Match
Description:
The State Board of Community Colleges (SBCC) may require state capital improvement funds (appropriations) to be matched with nonstate capital improvement funds on an equal basis unless otherwise exempted by legislation. The appropriation of $400M in State Capital Infrastructure Funds (SCIF) required that match used for these funds must have been earned after July 1, 2021, which required an adapted recording of match.
How information is used:
Each year, based on capital project records, NCCCS provides SBCC with the amount of available match dollars for each college since the establishment of the college and since July 1, 2021. The Capital Team requires colleges to certify this information annually using the NCCCS 3-5 Capital Data report.
Requiring Authority:
This combined report is provided to the State Board of Community Colleges and the General Assembly.
