AEFLA funds are distributed by NCCCS according to a formula adopted by the State Board of Community Colleges on February 16, 2018. These programs are funded under Section 231(AEFLA), 225 (C&amp;I), and 243 (IELCE) of the Workforce Innovation and Opportunity Act (WIOA).
AEFLA funds are intended to supplement Providers' adult education activities. The funding formula is the recommendation of a committee that was comprised of representatives from urban and rural community-based organizations and community colleges.

On January 27, 2021, the North Carolina Office of Adult Education opened a multiyear grants competition to eligible providers as required by WIOA Title II, § 463.20. Grant funds made available under section 222 (a)(1) of the Act, to NCCCS, require a competitive grant process to award funds to eligible providers to enable them to develop, implement, and improve adult education and literacy activities within the state of North Carolina. In conducting the competitive grant process, NCCCS ensures that all eligible providers have direct and equitable access to apply and compete for grants or contracts. Grant applications that successfully meet the competitive criteria will be recommended to the State Board of Community Colleges for funding beginning July 1, 2021.
A subrecipient of the funds must be an eligible institution that has demonstrated effectiveness in providing adult education and literacy activities that may include: a local education agency; a community-based organization or education agency; a volunteer literacy organization; an institution of higher education; a public or private nonprofit agency; a library; a public housing authority; a nonprofit organization that is not described previously and has the ability to provide literacy services to eligible individuals; a consortium or coalition of agencies, organizations, institutions libraries, or authorities described previously; a partnership between an employer and an entity described above. All funded providers are expected to meet or exceed the State negotiated target for measurable skill gains. An eligible applicant must have demonstrated effectiveness as required for each Title II grant (231 AEFLA, 225 Corrections, 243 IELCE). The funding authority for these grants is the Workforce Innovation and Opportunity Act (WIOA) of 2014, Title II, Adult Education and Family Literacy Act. As required by WIOA Title II, section 463.20, the North Carolina Office of Adult Education opened a multi-year grant competition. Grant funds made available under section 222 (a)(1) of the Act, to NCCCS, requires a competitive grant process to award funds to eligible providers to enable them to develop, implement, and improve adult education and literacy activities.
Recipients of Federal grants either directly or through a pass- through agency, must meet specific compliance measures as conditions of the grant award. WIOA, Title II Adult Education and Family Literacy Act funds in North Carolina are administered through the North Carolina Community College System Office, which is responsible for compliance, guidance, and monitoring. The term “compliance measures” includes, but is not limited to, the application process, financial management, time and effort reporting, cost allowability, program oversight, and audit resolution.

As described in (WIOA Section 121(c)(2)(A)(ii), shared responsibility for the infrastructure and shared systems costs is one of the requirements of the American Job Center system partners. Infrastructure costs of American Job Centers are non-personnel costs that are necessary for the general operation of the center, including:
1. Rental of the facilities.
2. Utilities and maintenance.
3. Equipment (including assessment-related products and assistive technology for individuals with disabilities).
4. Technology to facilitate access to the American Job Center, including technology used for the center’s planning and outreach activities.
Providers will negotiate an Infrastructure Funding Agreement (IFA) with their local Workforce Development Board annually  based on proportionate use and relative benefit received. NCCCS recommends 1.

Title II is a required partner of the comprehensive one-stop system referred to as the American Job Center, as defined under WIOA Section 121(b). In North Carolina, the American Job Center system is called NCWorks Career Centers. As such, Providers are required to participate in the provision of services and operation of the American Job Center system, as agreed upon in the negotiated Memorandum of Understanding (MOU) developed by each local Workforce Development Board (LWDB). The MOU governs the operation of the comprehensive American Job Center system and includes provisions describing:
1. The services to be provided through the American Job Center delivery system, including the way the services will be coordinated and delivered (WIOA Sec. 121(c)(2)(A)(i)).
2. How the costs of such services and the operating costs of the system will be funded, including: funding through cash and in-kind contributions may include funding from philanthropic organizations or other private entities or through other alternative financing options (WIOA Sec. 121(c)(2)(A)(ii)(I)); and funding of the infrastructure costs of American Job Centers (WIOA Sec. 121(c)(2)(A)(ii)(II).
3. Methods of referral of individuals between the American Job Center operator and partners (WIOA Sec. 121(c)(2)(A)(iii)).
4. Methods of ensuring accessibility and availability to necessary and appropriate services to all individuals, including individuals with disabilities, those with barriers to employment, and youth (WIOA Sec. 121(c)(2)(A)(iv)).
5. The duration of and procedures for amending the MOU.
6. Any other provisions, consistent with the requirements of WIOA Title I, as deemed appropriate by the parties to the agreement (WIOA Sec. 121(c)(2)(B)).

As a requirement of the Title II AEFLA grant awards, each funded Community-Based Organization is required to submit Requests for Reimbursement.
Requests for Reimbursements are due by the 5th working day of each to month NCCCS Business and Finance Division.
A copy of the Requests for Reimbursements are due by the 15th of each month to the CCR Department.

Providers that engage in technical assistance will review required components of their AEFLA programs, such as confirming accuracy, validity, and reliability of data collection and reporting. Additionally, the technical assistance team will engage the local program in activities that focus on a needs assessment to identify target populations, develop goals and measures that will focus on increasing adult learner achievement, and recommend the selection of research-based instructional strategies to support learning. Moreover, the technical assistance sessions will support AEFLA state funded providers with the implementation of comprehensive policies and procedures for program accountability. 
The onsite technical assistance team will be comprised of State Office staff members. The assigned technical assistance team will evaluate both fiscal and programmatic information for each program year.

The Time and Effort documents provide guidance about the employees that should complete and submit reports to NCCCS. If Federal grant awards and/or matching funds are utilized to support salaries either in full or partially, time and effort reports must be compiled and reported.

A local Workforce Development Board is a group of community leaders appointed by local elected officials and charged with planning and oversight responsibilities for workforce programs and services in their area. In North Carolina, 20 local boards are responsible for the following:
1. Developing local plans for the use of Workforce Innovation &amp; Opportunity Act funds.
2. Oversight of the local service delivery system.
3. Coordinating activities with economic development entities and employers in their local areas.

From basic internet navigation to more advanced topics like Microsoft Office and social media safety, NorthStar provides interactive lessons that will help you thrive in today’s digital world.

Advantages to Registering for Basic Skills Program (BSP) Transition Math and Transition English Courses through CCR include:
1. Flexible Entry-Students are not required to wait until the next semester to begin Transition courses (contact hour classes only)
2. Flexible Scheduling-Upon completion of the Transition Courses, adult learners can enroll in late-start Curriculum or Continuing Education courses. (contact hour classes only)
3. CCR programs have the flexibility to offer classes with varying stop and start dates
4. No cost for the course or courseware to the student
5. Exit upon completion of the course – (contact hour classes only)
6. Attendance is not required until the end of the semester if course requirements have been met (contact hour classes only)
7. Contextualized instruction focusing on specific career pathways.
8. Additional academic support through the Title II AEFLA program
9. Membership hour classes have some limitations in flexibility (see membership class instructions).

The North Carolina Community College System College and Career Readiness Adult Education Standards were originally developed, refined, and field tested by adult educators from across the state during 2007 to 2010. With the introduction of the College and Career Readiness Standards for Adult Education by the Office of Career, Technical, and Adult Education (OCTAE) in April 2013, the NCCCS College and Career Readiness Adult Education Standards were aligned to reflect these new standards.

<h2>NRS Assessment</h2>
Why do we assess our adult learners? Through reliable assessments that address the needs of our students and adequately measure their skills, we can accurately determine placement, concretely communicate progress to our institution, our students, and our instructors, and determine next steps in personalized instruction. Assessments provide data for these decisions.
<ol>
	<li>The majority of Measurable Skill Gains (MSGs) earned in North Carolina come from pre- to post-test <a style="color: #0645ad;text-decoration: underline" href="https://coabe.org/wp-content/uploads/2020/12/1830-0027_Appendix_A_-_NRS_EFL_Descriptors.pdf" target="_blank" rel="noopener">educational functioning level</a> (EFL) gains.</li>
	<li>North Carolina’s goal for each program year is to post-test at least 65% of students who have a valid pre-test.</li>
	<li>The Federal Register specifies which assessments are approved by the NRS for pre- and post-testing.</li>
</ol>

It is necessary to complete training before administering assessments. Along with initial training, assessment administrators must take refresher training every two years.
